It was important to encourage wider stakeholder ownership of this plan as we generated it, rather than after we had written it. We commissioned KFES to lead consultation activities, which would openly shape the plan. KFES drew up the consultation action plan, convened the meetings and mediated the process, keeping us fully involved at every stage. KFES operated flexibly to accommodate our needs as they developed, and remained on budget. I believe we received good value for money and we now have much greater sign up to the 14-19 agenda generally as a result of their work.
